As DHS’s first Ombudsman for Citizenship and Immigration Services (CIS) from
July 2003 until March 2008, Khatri spent more than four years analyzing the
complex processes and identifying systemic problems within CIS that were
hindering the federal immigration process.
Khatri earned the respect of senior officials in the White House, DHS, and other
government agencies for developing innovative pilot programs to improve
operational efficiencies and revenue flow inside the immigration agency, and for
his ability to break through stagnant institutional attitudes and approaches
within the federal immigration bureaucracy.
